APPLICANT REQUESTS THAT:
His DD Form 214, Certificate of Release or Discharge from Active
Duty, be amended to reflect the following awards:
1. Military Outstanding Volunteer Service Award (MOVSA).
2. Air Force Achievement Medal (AFAM).
APPLICANT CONTENDS THAT:
He was an active volunteer with the Volunteer Fire Department,
volunteering three years and over 500 hours of volunteer
service. The AFAM is awarded to personnel for outstanding
achievement or meritorious service. His outstanding achievement
and meritorious service qualify him for the AFAM.
The applicants complete submission, with attachments, is at
Exhibit A.
STATEMENT OF FACTS:
The applicant initially entered the Regular Air Force on
24 Jul 01.
On 30 Jan 05, the applicant was discharged honorably, and was
credited with three years, six months, and seven days of active
service.
The remaining relevant facts pertaining to this application are
contained in the memorandum prepared by the Air Force office of
primary responsibility (OPR), which is attached at Exhibit C.
AIR FORCE EVALUATION:
AFPC/DPSID recommends denial indicating there is no evidence of
an error or injustice. The MOVSM was established on 9 Jan 93
to recognize members of the Armed Forces of the United States
and their Reserve components who, subsequent to 31 Dec 92,
perform outstanding volunteer community service of a sustained,
direct, and consequential nature. To qualify for award, a
service member's volunteer service must meet the following
requirements: be to the civilian community, to include the
military family community, be significant in nature and produce
tangible results, reflect favorably on the Military Service and
the Department of Defense, or before of a sustained and direct
nature. On 2 Jul 96, the Secretary of the Air Force approved
realigning the MOVSM approval authority to the group commander
level. This includes commanders of composite and provisional
groups and (Colonel) group commander, or equivalent, of
geographically separated units. This approval authority may
not be further delegated. While there is no specific time
period to qualify for the MOVSM (for example 500 hours of
community service within 24 calendar months), approval
authorities shall ensure the service to be honored merits the
special recognition afforded by this medal. The MOVSM is
intended to recognize exceptional community support over time,
not a single act or achievement. Although the applicant
provided a Letter of Recognition dated 7 Jun 04, this is not
the official source document for award of the MOVSM. The
source documentation for verification of the award is a signed
approval memorandum from the approval authority.
The AFAM was authorized by the Secretary of the Air Force on 12
Oct 80 and is awarded to members of the Armed Forces of the
United States and foreign military personnel, below the rank of
Colonel, who, after 30 Sep 81, distinguish themselves by
meritorious service or achievement. A review of the applicants
records failed to reveal a Special Order, signed certificate, or
any other official documentation verifying the applicant was
recommended for or awarded the AFAM. The Special Order is the
official source documentation for verification of an approved
decoration.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 23 Feb 15 for review and comment within 30 days
(Exhibit D). As of this date, no response has been received by
this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicants complete submission in judging the
merits of the case; however, we agree with the opinion and
recommendation of the Air Force office of primary responsibility
(OPR) and adopt its rationale as the basis for our conclusion
the applicant has not been the victim of an error of injustice.
Therefore, in the absence of evidence to the contrary, we find
no basis to recommend granting the requested relief.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
